Small Quantity Hazardous Waste Generator Inspection <br /> December 5, 2018 <br /> STATEMENT OF CORRECTIVE ACTIONS <br /> SQ HW Generator Inspection Report Item #101 - Managed a hazardous waste without <br /> an identification number <br /> This facility does not have a valid ID number to manage hazardous waste. A hazardous <br /> waste generator shall not treat, store, dispose of, transport or offer for transportation, <br /> hazardous waste without an ID number. If you or your business generates more than <br /> 100 kg of RCRA hazardous waste and/or more than one kg of acutely hazardous waste, <br /> then you need to obtain an EPA ID number. All others must obtain a State ID number. <br /> Go to the DTSC web site http://www.dtsc.ca.govIlDManifestIPERMHWID.cfm for the <br /> form to apply for an ID number. Immediately obtain an ID number to manage <br /> hazardous waste and submit evidence to the EHD. <br /> The hazardous waste generated from the Stockton Terminal's East Terminal <br /> (property at 2650 Washington Street) was transported to the TSDFs using the <br /> main Stockton Terminal's (property at 3003 Navy Drive) EPA Generator ID due to <br /> the waste being generated from operations that support the main terminal. <br /> Tesoro Logistics understands this is allowed by the hazardous waste regulations. <br /> The Stockton East Terminal is not expected to generate hazardous waste. If the <br /> Stockton East Terminal does generate hazardous waste which does not support <br /> the main terminal's operations, the appropriate EPA or State ID will be obtained. <br /> SQ HW Generator Inspection Report Item #104 - No modified contingency Ian <br /> An emergency coordinator and modified contingency plan information is lacking. There <br /> must be at least one emergency coordinator on site or on call to coordinate emergency <br /> response measures, and the following information must be posted by a phone: the <br /> name and phone number of the emergency coordinator; location of fire extinguishers, <br /> spill control equipment, and if present, fire alarm; and the phone number of the fire <br /> department, unless the facility has a direct alarm. Immediately appoint an emergency <br /> coordinator and post the required information by a phone. A form is provided that can <br /> be used for this purpose. <br /> The emergency coordinator and emergency response measures identified in <br /> Report Item #104 have been posted by the phone at the property at 2650 <br /> Washington Street, as shown in the attached photograph. <br /> SQ HW Generator Inspection Report Item #119 - Failed to report program data in the <br /> CERS <br /> A submission to the California Electronic Reporting System (CERS) for the hazardous <br /> waste program has not been made. Beginning January 1, 2013, all businesses are <br /> required to submit all new (or any changes to existing) hazardous waste information <br /> online to the CERS at http://cers.calepa.ca.gov.
