I am unable to close any of the violations until the office receives a copy of the SPCC plan certified by a <br /> professional engineer (P.E.) Per the corrective statements this will sometime in March 2019. <br /> There is some concern with violation with violation numbers: <br /> #626—Loading rack containment system no adequate to contain spill. In talking with the facility personnel, it seemed as <br /> though the 6,000 gallon tank which the SPCC plan references as secondary containment is more of a quick drainage <br /> system.This is based on the description of the tank, which will pump out the liquid once it reaches approximately 24 <br /> inches and transfer it to tank#420.Tank#420 seems to be to the secondary containment for the loading rack area. If <br /> this is the case,this would need to be discussed in the SPCC plan and certified by the P.E. <br /> Violation#710—Plan failed to adequately discuss procedures to test or inspect each container for integrity.The SPCC <br /> plan failed to identify the industry standard being used for the tanks.
