Lodi Ave. IN REPLY REFER TO SITE CODE: 1359
Characterization of Soil Stockpile
Public Health Services Environmental Health Division (PHS/EHD) has reviewed the report submitted by
Geological Technics Inc., on your behalf, and has the following comments:
1. PHS/EHD,after consultation with staff of the Central Valley Regional Water Quality Control
Board, requests that the disposal method for stockpile#3 (200 ppm TEPH)l which includes
incorporating the soil into road base material for use as the compacted fill directly beneath
the asphaltic concrete road surface also be utilized for stockpile #8 (50 ppm motor oil).
Documentation will need to be provided to PHS/EHD as to the location of its use.
2. The remaining nine stockpiles may,as indicated in the report,be disposed of as unregulated
material.
PHS/EHD staff has re-reviewed the data collected thus far and discussed what additional information would
be required for possible site closure. The sample identified as RE BS-25' indicates an increased detection
limit and slightly elevated values. Efforts to retrieve the original lab data sheets are currently underway.
As indicated in a telephone conversation 3 December 1991 with staff, a soil boring with samples collected
at 5 foot intervals to a depth that would determine the vertical extent of contamination may provide enough
information for PHS/EHD to decide whether a ground water investigation is warranted or not. This boring
would need to be located as close to where RE BS-25'was collected as possible.
Should you have any additional questions please call Steve Schneider,REHS,of my staff at(209) 468-3441.
Jogi Khanna, M.D., M.P.H.
Health Officer
carie A.
