I told Lowell that I have not heard anything SC 544 <br /> about the incident. I asked Lowell if he has any information about the location of <br /> the incident, but he told me he did not. Lowell asked to talk to Muni. I talked to <br /> Muni and Muni pulled out the spill report and asked me to call the person that is <br /> listed on the spill report. I called the number on the spill report and I was given <br /> Justine Bieber of BNSF phone number. I called Justine and he told me that he had <br /> been talking to Elena Manzo about the incident. Justine stated that they had a <br /> release of Metam Sodium coming out of the liquid valve from the top of a tank car. <br /> Justine told me that the leak is about 5 gallons, but only half to one cup made it to <br /> the ground. He told me that NRC environmental already cleaned up the spill. Muni <br /> and I responded to the incident. Robert Pelletier of the Ag Commissioner Office <br /> was there and inspected the spill with us. We met with Mike Garcia of BNSF and <br /> he directed us to tank car. I took photos. The leak already stopped. The location <br /> where the leak started could not be verified. However, we were told the leak <br /> started at East Track 139 Lane 5 . We inspected Lane 5 to ensure the clean up <br /> was done properly. At 2:27 1 called NRC environmental; I left a voice mail and sent <br /> email to Jason Meehan to follow up with waste disposal and disposal records. <br /> 08/21/2015 1 printed the site map with the incident location. I created a photo page for the PE 2546 SAEED <br /> 30 min incident photos and sent them to Elena. SC 544 <br /> 08/21/2015 Downloaded and printed pictures, created picture file, created incident map, PE 2546 MANZO <br /> 42 min created a complaint. Organized inspection paperwork, entered narrative. SC 544 <br /> 08/21/2015 Prop 65 preparation PE 2546 MANZO <br /> 24 min SC 203 <br /> 08/21/2015 04:48: Received a page from the general hospital. The operator indicated that she PE 2546 MANZO <br /> 48 min paged around 00:30 as well, I checked the pager(no pages came through during SC 977 <br /> the night) the operator indicated that she was re-paging again before she left to go <br /> home; the second page came through. Called David Kedblum (817-352-2833)with <br /> BNSF who reported a Matam Sodium spill (<5 gallons) from a rail car <br /> (UTLX200074) located at 720 S B Street, Stockton, CA. The spill was discovered <br /> at 00:02, the substance leaked from the top of the car and dripped down its side. <br /> NRC was retained to conduct the clean-up. He indicated that Justin Piper <br /> (360-553-8672), the environmental manager is in charge of the clean up and will <br /> have more information. David indicated that no water waterways were impacted <br /> and the contractor(NRC)was on site at 03:37 am. David indicated that NRC <br /> estimated that approximately 10 drops of product made it to the ground below the <br /> car. Researched Metam Sodium: pesticide (soil fumigant) solution week killing <br /> liquid, has a sulfur like odor, is corrosive to brass, copper and zinc. 05:15 called <br /> Justin Piper, who indicated that NRC inspected the car, liquid valve on the top of <br /> the car was loose; the liquid sloshed out and leaked down the side of the car and <br /> dripped to the ground. The impacted soil was shoveled up, and placed in a <br /> container. They have SDS for the determination, and will handle the soil as <br /> hazardous if the determination indicated its hazardous. Clean-up is complete, 1 <br /> shovel full of impacted soil was generated, his email is (justin.piper@bnsf.com) for <br /> further communication. Called Justin back after doing more research on the <br /> spilled chemical, discussed, that all clean up rags and other PPE generated during <br /> the clean -up will also be containerized and handled per the hazardous waste <br /> determination. Justin concurred that it will be handled as appropriate. Provided an <br /> update to Kasey F (program coordinator), documented the complaint. <br /> Page 1 of 2 <br />
