Environmental Health Department <br /> SAN_JOAQUIN <br /> —COUNTY— <br /> Complaint Record Daily Time and Activity Summary from 3/1/2015 to <br /> 6/21/2034 for COODQ70XK located at <br /> BNSF, 801 Diamond St, Stockton, CA <br /> Activily Date Recorded by <br /> 07/13/2017 At 3:45 p.m., I received a spill complaint from Kim Blackwell. There was a sulfuric PE 2546 ALANIZ <br /> so min acid spill that was leaking from a railcar. At 3:49 p.m., I called Nick Braucht(817) SC 544 <br /> 352-2832 of BNSF. He stated that the spill happened at 1:19 p.m. There was a <br /> disc that ruptured on the railcar. Patriot Environmental was called out to clean up <br /> the waste. They were scheduled to be on site around 5:00 p.m. <br /> Braucht also stated that the spill is contained, no longer leaking and that the fire <br /> department was not called out to the site. <br /> Michael Mays(760) 577-9933, a mechanical foreman was called at 3:38 p.m. He <br /> did not answer and a message was left asking for a call back. <br /> Robert Saffle(760) 577-1597, general Foreman Il, was called at 4:02 p.m. He did <br /> not answer and a message was left asking for a call back. <br /> Andy Phillips(909) 386-4082, environmental contact, was called at 4:04 p.m. He <br /> did not answer and a message was left asking for a call back. <br /> At 4:06 p.m., Saffle called me back. He said that Chris Ortiz(209) 923-0894 was <br /> on site to supervise the spill clean-up. <br /> Ortiz was called at 4:09 p.m. He said he would be at the site in 15 minutes and <br /> that the contractors had not shown up yet. He said that as they were switching rail <br /> cars around, the force of the collision caused the leak to occur. He said he <br /> marked the area where the spill happened and closed off the rail. <br /> Left office at 4:18 and arrived on site at 4:22 p.m. Met with the supervisor on site <br /> (name unknown). He said the spill was on the other side of the tracks. Left at <br /> 4:33 and arrived on scene at 4:40 p.m., where Garrett Backus took over the over <br /> site of the spill cleanup. <br /> 07/13/2017 4:42 pm. Met Chris Ortiz, BNSF and Carlos Sanchez, Patriot Environmental, on PE 2546 BACKUS <br /> 18 min site. We inspected the spill location. A rail tank car leaked from a valve on top of SC 544 <br /> the car. Approximately 1-2 gallons of sulfuric acid was caught by spill containers. <br /> Some liquid was observed on the ballast below the car within the width of the rail <br /> ties. The spill area was approximately one yard square at two locations on both <br /> sides of the rail car. <br /> The acid also spilled onto the tracks in a 15 x 6 feet section approximately 100 <br /> yards east of the current location of the tank car. This spill occurred when the rail <br /> cars were coupled together. <br /> 07/13/2017 5 pm-8:30 pm. The spill cleanup started at approximately 5:15 pm. I issued the PE 2546 BACKUS <br /> 210 min Notice to Abate to Chris Ortiz which he signed and kept a copy. Cleanup of the SC 944 <br /> tank car continued until 8 pm. Carlos Sanchez stated that the ballast cleanup in <br /> two locations will continue tomorrow at 7-8 am. <br /> 07/14/2017 10:30 am. Patriot Environmental completed the ballast excavation and tie PE 2546 BACKUS <br /> so min cleanup. Five 40-gallon blue plastic drums of corrosive solid waste was generated SC 544 <br /> by this cleanup. Carlos Sanchez stated that the waste will be hauled off site in the <br /> next few weeks as hazardous waste. <br /> 07/14/2017 Completed Notification of Hazardous Waste Discharge. PE 2546 BACKUS <br /> 30 min SC 203 <br /> 07/17/2017 Mays called at approximately 4:10 p.m. on 7/13/2017. 1 called him back saying I PE 2546 ALANIZ <br /> 54 min received the information I needed.
