0 • <br /> ' 6.0 POTENTIAL SOURCES OF CONTAMINATION AND AREAS OF <br /> ENVIRONMENTAL CONTAMINATION <br /> ' The Phase I/II environmental site assessment of 3190 Auto Center Circle, Stockton, CA 95212 <br /> conducted by Dow Environmental Inc. indicates a low potential for environmental problems at <br /> ' the site based on the documents reviewed, databases researched, interviews conducted and a <br /> visual reconnaissance made at the time of this study. Although no problems are apparent at the <br /> subject site at the time of this assessment, the following areas of concern were noted: <br /> 1. Waste containers stored at the southwest corner of the building lack secondary <br /> containment, any spills or rupturing of the waste containers would lead to a direct release <br /> ' of chemicals to the environment. <br /> 2. Drums of hazardous waste are missing an accumulation start date, and oil staining was <br /> observed in the oil storage room; <br /> 3. A Hazardous Materials Business Plan, required by State law, has not been prepared for <br /> the site. <br /> ' 7.0 CONCLUSIONS AND RECOMMENDATIONS <br /> ' As noted above, the records and conditions noted at the subject site indicate a low potential for <br /> environmental problems. The following actions are recommended: <br /> ' 1. Installation of secondary containment for the storage tanks is recommended. <br /> 2. Better recordkeeping on accumulation of wastes is recommended, and better <br /> ihousekeeping practices should be observed in an area with cracks in the floor. <br /> 3. Prepare and submit to local authorities a hazardous Material Business Plan.
