Clayton <br /> ENL'IRONME <br /> CONSIJLTAsT�TS <br /> 1.A INTRODUCTION <br /> �. Fortifiber Corporation retained Clayton Environmental Consultants, Inc. to install a <br /> monitoring well adjacent to the site where a 200-gallon diesel fuel tank and a 10,000- <br /> gallon formaldehyde tank had been removed in 1957. Mr. William Rieger, Resident <br /> Manager of Fortifiber Corporation, authorized the project on April 16, 1993, by <br /> accepting Clayton Proposal No. 93-B-110. Clayton commenced field work on May 6, <br /> .. 1993. <br /> 2.0 BRIEF BACKGROUND <br /> r <br /> Clayton has been advised by Fortifiber that the tanks were removed on February 22, <br /> 1987, by Semco, a general engineering contractor from Modesto, California. The <br /> tanks were (1) a 2,000-gallon carbon steel diesel fuel tank and (2) a 10,000-gallon <br /> stainless steel tank that had been used for storage of formaldehyde. The stainless <br /> steel tank had not been used for several years prior to the removal and was empty <br /> when the removal was performed. <br /> Based on our review of information provided to us, it appears that four (4) samples <br /> were collected during the excavation process, three soil and one water. The water <br /> sample analysis reported 1,500 milligrams per kilogram (mg/kg) of diesel, however, <br /> another sample collected on April 17, 1987, reportedly from the same area did not <br /> detect any diesel. <br /> With the exception of reported low levels of motor oil in the 2,000-gallon tank soil <br /> sample, all other samples reported contaminants at nondetect levels. A copy of the <br /> �. laboratory analytical report from California Water Labs is included as Appendix A. <br /> It did not appear that any of the samples were analyzed for formaldehyde. <br /> Formaldehyde is a listed hazardous material under state and federal standards. <br /> Based on these findings, Clayton recommended installation of a monitoring well in <br /> close proximity and downgradient from the area of the tank excavation to determine if <br /> soil and/or groundwater has been impacted. <br /> �. 3.0 FIELD INVESTIGATION <br /> The following subsections present the methodology used to complete the field <br /> �. investigation. <br /> 3.1 MONITORING WELL INSTALLATION AND SAMPLING <br /> Installation and sampling of one monitoring well (MW-1) was performed in <br /> accordance with the Regional Water Quality Control Board (RWQCB), San Joaquin <br /> County Public Health Services (SJDPHS) guidelines, and Clayton's Drilling, Well <br /> Construction, and Sampling Protocol (Appendix B). Before drilling of the monitoring <br /> well was performed, well construction applications were filed with the San Joaquin <br /> County Public Health Services.
