Box 2048 PERMIT/SERVICES <br /> Stockton, CA. 95205 <br /> PRIORITIZATION OF GROUNDWATER INVESTIGATIONS AND CLEANUP OF <br /> UNDERGOUND STORAGE TANK SITES, DEPARTMENT OF TRANSPORTATION, <br /> DISTRICT 10, STOCKTON <br /> We have received your letter, dated 19 September 2006, discussing prioritization of <br /> investigation and remediation of leaking underground storage tank projects. We have been <br /> quite concerned with the cessation of work at the District 10 sites. We understand your <br /> budget constraints, and appreciate your effort to get back on track. Of the 11 current District <br /> 10 sites, you propose to conduct a round of sampling and conduct a risk assessment at the <br /> Pine Grove and Groveland sites in order to prepare an evaluation for closure. You also <br /> propose to submit "task orders” for the Stockton Yard, Caples Lake and Peddler Hill sites. <br /> Our specific comments on your proposal to prioritize your work effort are- <br /> • With a limited budget, the projects that pose the greatest threat to water quality should <br /> be our priority. We are not opposed your attempt at closure for the Pine Grove and <br /> Groveland sites if you believe this can be accomplished with relatively little effort. <br /> • In order for us to evaluate your proposal to reinitiate work at the Stockton Yard, Caples <br /> Lake and Peddler Hill sites, we would appreciate an assessment of the threat to water <br /> quality for the 11 existing Caltrans sites and a brief explanation of your rational for site <br /> selection. <br /> • It is also critical that we make progress on the other 9 Caltrans sites. Once you have <br /> prepared the requested site water quality threat assessment, each site should be <br /> assessed for the status of the investigation and remedial efforts and a time line <br /> developed for reestablishing work at the project site. <br /> The above assessment and schedule should be submitted by 30 November 2006.
