THSERVICESPUBLIC MEAL �.. <br /> SAN JOAQUIN COUNTY ` jwso� <br /> ENVIRONMENTAL HEALTH DIVISION <br /> Karen Furst, M.D., M.P.H., Health Officer304 East Weber Avenue, Third Floor• Stockton, CA 95202 1 <br /> 2091468-3420 <br /> SAIYED ALI <br /> FILE COPY <br /> CALTRANS DISTRICT 10 <br /> Po sox 2048 OCT 1998 <br /> STOCKTON CA 95201 <br /> RE: Caltrans Shop 10 <br /> 1603 South "B" Street <br /> Stockton CA 95215 <br /> In regards to the draft workplan "Human Health Risk Assessment and <br /> Groundwater Impact Analysis, Caltrans Shop 10 Maintenance Station" which <br /> was prepared by Woodward-Clyde for the above referenced site, and the <br /> "Meeting Minutes from September 23, 1998 Shop 10 Caltrans Meeting" which <br /> were submitted by Woodward-Clyde Consultants, San Joaquin County Public <br /> Health Services, Environmental Health Division (PHS/EHD) has the following <br /> comments. <br /> Significant petroleum hydrocarbon contamination continues to be evidenced at <br /> this site in the area of the former underground storage tank pit area. On August <br /> 3, 1998 two of the on site groundwater monitoring wells, VW-1 and MW-26, were <br /> destroyed due to pending construction of a new building. Analytical results of <br /> water samples from VW-1, which was located in close proximity to the former <br /> tank pit area, show high levels of contamination. This well should be replaced. <br /> Two other vapor extraction wells currently remain on site, VM-1 and VM-2. It is <br /> the recommendation of ^HS/EHD that VW-1 be replaced and that a vapor <br /> extraction test be conducted which would reflect current conditions at the site. <br /> Current ground water levels on site are approximately 50 feet below surface <br /> grade (bsg). All ground water monitoring wells on site, with the exception of <br /> MW-9, VM-1 and VM-2, have well screen intervals which are below this level. <br /> Monitoring wells which are properly screened to intercept first groundwater will <br /> be needed to properly evaluate and monitor the effects of any future remediation <br /> efforts and contamination levels still present on site. <br /> During the meeting, PHS/EHD referred to the California Underground Storage <br /> Tank Regulations (Title 23, Division 3; Chapter 16, California Code of <br /> Regulations) Section 2725, which requires assessment of the vertical and lateral <br /> extent of the hydrocarbon release, conducting feasibility studies to evaluate at <br /> A Division of San Joaquin Counry Health Care Services <br />
