"B" St.
Stockton, CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently
reviewed the SuRpI !mental Site Investigation Report submitted by Alton Geoscience dated July 13, 1992
and the Soil Vapor Testing Report submitted by Alton Geoscience dated September 22, 1992.
Following several phone conversations with Charlese Brown of the Department of Transportation and the
completion of review of these reports, PHS/EHD has the following comments and recommendations:
Current site investigation should include further groundwater sampling. The July 13, 1992
Supplemental Site investigation Report shows that monitoring wells 1 through 6 are dry. Monitoring
wells 7 through 12 should be sampled and groundwater levels should be measured to confirm sample
results and provide more information on the site specific gradient. (conflicting gradients exist between
this site and 1604 South "B" Street) Once the groundwater gradient is confirmed additional monitoring
wells and/or borings should be installed to define the lateral and vertical extent of soil and groundwater
contamination. A workplan for this aspect of investigation should be submitted to this office by
December 31, 1992. A permit application and $89 fee for installation of additional monitoring wells
should be submitted to PHS/EHD with the work plan.
Soil sample results from beneath the waste oil tank that was removed on March 27, 1989 evidence
chromium at 32 ppm. This level of chromium in soil requires further investigation. Since monitoring
well-7 was installed in the area where the waste oil tank was located, chromium should be added to the
constituents currently being analyzed for in the groundwater samples obtained from this well.
Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California Code of
Regulations, Title 23, Chapter 16) a quarterly monitoring report shall be submitted to Public Health
Services, Environmental Health Division and Central Valley Regional Water Quality Control Board
(CVRWQCB) until the investigation and cleanup of the site is deemed adequate. The report is to show
the:
A Division of San Joaquin County Health care Services 401
