R10/71-51-IC
2.0 [INTRODUCTION AND PROJECT DESCRIPTION
This report for Site Investigation (SI) of Shop 10 (hereinafter referred to as Shop 10)-- an
equipment and maintenance facility of Caltran's District 10 Headquarters complex, was
prepared under the Caltrans Statewide Contract Number 53U495, under Task Order
Number 10-365101-01 by Environmental Assessors, Inc (EA) An SI was conducted to
determine the horizontal and vertical extent of hydrocarbon contamination of the soil and
groundwater The soil and groundwater hydrocarbon contamination was first
discovered in 1987 resulting in the removal in 1989 of the four 5,000-gallon underground
fuel tanks The four underground fuel tanks and piping systems used to be a part of the
fueling facility of Shop 10 A 1,000-gallon waste oil tank was also removed in 1989 The
potential for hydrocarbon contamination also exists in and around the washracks, the
location of the waste oil tank, and shop building The SI was designed to arrive at a final
evaluation and characterization of all hazardous waste issues on the site as required by
the Caltrans Potential contaminants are related primarily to petroleum materials and
wastes associated with fueling and servicing of vehicles and equipment used in the
highway maintenance Contaminants of concern are diesel, gasoline, BTX & E and
halogenated hydrocarbons, oil and grease, PCBs, and chromium Corollary to the
Caltrans task requirement is the formulation of a remedial action plan concept that will
satisfy the county and state regulatory requirements for clean-up of the site
i
i
6
