California Department of Transportation Revised September 23, 1994 <br /> Project No. 102818-01 <br /> INTRODUCTION AND SCOPE OF SERVICES <br /> In accordance with Caltrans Statewide Contract No 565067 and Work Order No. 10- <br /> 56S067-06, Ninyo & Moore has conducted groundwater monitoring well activities and <br /> groundwater monitoring at the Caltrans Maintenance facility located at 1603 South B Street <br /> in Stockton, California (Figure 1) Our scope of services included the following tasks 1) <br /> attendance of a prework site visit, 2) preparation of a work plan and site safety plan, 3) <br /> measurement of the depth to groundwater at selected wells, 4) collection and chemical <br /> analysis of nine groundwater samples, 5) abandonment of nine groundwater monitoring <br /> wells,6)sampling and analysis of soil stockpiles generated during abandonment procedures, <br /> 7) lowering of eight groundwater monitoring wells, 8) disposal of soil and water generated <br /> from abandonment and sampling activities, and 9) preparation of this report documenting <br /> our field activities and findings <br /> SITE BACKGROUND <br /> The property is owned by the California Department of Transportation and has been a state <br /> highway repair and maintenance yard since approximately the late 1940s Prior to its use <br /> as a repair and maintenance facility, it was reportedly undeveloped land The following <br /> information was obtained from the review of documents supplied by Caltrans and interviews <br /> with Caltrans personnel <br /> In 1978, one of four 5,000-gallon underground storage tanks (USTs)located at the facility was <br /> reportedly removed due to a leak that had developed An investigation was later conducted <br /> in August of 1987 to assess the area near the USTs Hydrocarbon contamination was <br /> detected in all four soil bonngs excavated,which were subsequently converted to monitoring <br /> wells Sampling and analysis of the monitoring wells indicated that the groundwater was <br /> also contaminated with hydrocarbons In January of 1988, the remaining three USTs were <br /> removed and soil samples were collected from the tank excavation cavity for analysis Soil <br /> samples collected from the UST area revealed low levels of hydrocarbon contamination A <br /> 1,000-gallon waste oil tank was removed from the facility in 1989 <br />
