Contract No. 53U495 <br /> Task Order No. 10-365101-01 <br /> ]Page 1 <br /> Task Order Provisions <br /> A. BACKGROUND <br /> A. Introduction <br /> This Task Order (TO) is part of statewide Contract No 5355515 and all <br /> provisions of that Contract apply herein <br /> Shop 10, an equipment maintenance facility, is a part of Caltrans' District 10 <br /> Headquarters complex It is a 4 0 acre site at 1603 South B Street, Stockton <br /> The facility was built in 1955 and contained a fueling station in the middle, two <br /> wash racks at the western end of the storage building in the south, and a shop <br /> building at the northern end of the site A partially recessed 1000 gallon waste <br /> oil tank was also located in the northwest corner of the site <br /> The four (4) underground tanks, 5000 gallons each, and two pump islands with <br /> associated pipings from the fueling station were removed in 1989 when soil and <br /> ground-water hydrocarbon contamination was discovered in 1987 The waste oil <br /> tank was also removed in 1989 The potential for hydrocarbon contamination <br /> also exists in and around the washracks, waste oil tank and shop building <br /> A final evaluation and characterization of all hazardous waste issues on the site <br /> is required It is also required to develop a remedial action plan that will satisfy <br /> county and state regulatory requirements for clean-up of the site A project to <br /> construct a new shop on this site is scheduled for advertising in late 1994 The <br /> schedule developed for clean-up will be such that allows the proposed construc- <br /> tion to proceed as planned <br /> 1. Acceptance or Refusal <br /> The contractor has five (5) working days from receipt of this Task Order (TO) <br /> to evaluate and return the Acceptance/Refusal Document (ARD), Attachment A <br /> If the TO is accepted, a copy of the certificate of insurance must accompany the <br /> ARD The contractor is encouraged to return the ARD in less than five (%) days <br /> 2. Withdrawal <br /> Failure to comply with the terms of the TO may result in the withdrawal of the <br /> TO from the contractor Continued failure to respond to ARD offers, or other <br /> documents, may result in the removal of the contractor from future consider- <br /> ation of work <br /> B Site Histo <br /> In 1978 one of the four (4) underground fuel tanks belonging to the facility was <br /> removed as it developed a leak Soil contamination investigations around the <br /> tank complex was undertaken during August 1987 Hydrocarbon contaminants <br /> were detected in all the four (4) soil boreholes which were converted to moni- <br /> toring wells The groundwater was also found to be contaminated In January <br /> 1988 the remaining three (3) tanks were also removed The soil samples from <br /> the tank cavity showed low levels of hydrocarbons being present <br />
