PHS/EHD has the following comments for
your consideration.
The correspondence indicated that PHS/EHD agreed in a telephone conversation on August 28, 1995 to a
number of issues which were raised in PHS/EHD correspondence dated August 18, 1995. PHS/EHD
wishes to clarify these agreements in the following discussion.
With regards to PHS/EHD's request for additional soil borings in the area of the former tanks and that these
boring be converted into vapor extraction wells of varying screen intervals, PHS/EHD maintains that
additional soil investigation is necessary to define the extent of soil contamination and once defined that
soil remediation will be necessary. Should Caltrans wish to proceed with the limited scope of work
proposed, and inadequate soil information is provided, PHS/EHD will again direct Caltrans to perform
additional soil investigation.
PHS/EHD did not state that there was no need to place more monitoring wells west of MW3 and VW1.
PHS/EHD agreed to postpone the requirement to define the extent of groundwater contamination with
additional monitoring wells pending sample results from MW11 and MW12.
PHS/EHD understands that quarterly monitoring may not have been included in the present RIMS work.
However, you should note that quarterly monitoring is a regulatory requirement and the information which
will-be obtained will further aid in the placement of the proposed additional monitoring wells in the most
strategic position possible. Should you wish to postpone the initiation of quarterly monitoring of existing
monitoring wells, a request should be made which includes the date that monitoring will be initiated.
Please note that PHS/EHD must be contacted prior to any site activity. If you have any questions, please
contact Mary Meays at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
y
Ce
Mary Meays, SeniorR S Diane M.
