PHS/EHD has the following comments for <br /> your consideration. <br /> The report indicated that the gradient direction was determined, based on groundwater elevation <br /> measurements collected on May 24, 1994, to be northerly. The three on site monitoring wells, MWA - <br /> MWC, were sampled on June 1, 1994 and evidenced signficant contamination up to 13,700 ppb benzene <br /> in the downgradient well, MWA. <br /> PHS/EHD had informed you in previous correspondence dated Febuary 10, 1994 that quarterly reports <br /> should be submitted and requested that a work plan to install additional monitoring wells be submitted by <br /> April 1, 1994. To date, the required work plan has not been submitted. Only one quarterly report was <br /> submitted for 1994. Please be aware that currently Caltrans is out of compliance with the California Code <br /> of Regulations, Title 23, Division 3, Chapter 16, Underground Storage Tank Regulations Sections 2722 - <br /> 2728 which outlines the requirements of investigation and corrective actions. <br /> While PHS/EHD understands the financial difficulties that the State of California is currently experiencing, <br /> the compliance with state regulations is still required. A work plan to continue the soil and groundwater <br /> investigation shall be submitted by Febuary 15, 1995 and groundwater monitoring scheduled during the <br /> first quarter 1995 with the subsequent groundwater monitoring report submitted by April 14, 1995. <br /> Also note that your consultant indicated that the monitoring wells were in disrepair and required upgrades <br /> to properly seal them. These upgrades should be installed immediately and PHS/EHD notified within 14 <br /> days of the date of this letter that the repairs have been performed. <br /> Should Caltrans fail to comply with PHS/EHD directives, enforcement actions may be initiated.
