PUBLIC HEALTH S'ERV'ICES
SAN JOAQUIN COUNTY i
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue,Third Floor• Stockton, CA 95202
s
209/468-3420 L;
DALE STEELE
CALTRANS DEC 2 9 1997
PO BOX 2048
STOCKTON CA 95201
Re: Caltrans Stockton Maintenance Facility Site Code: 1018
1604 South "B" Street,Stockton CA 95205
San Joaquin County, Public Health Services,Environmental Health Division (PHS/EHD) has
completed review of the "Second Quarter 1997 - Groundwater Monitoring Report" dated
September 4, 1997 and prepared by Professional Service Industries. PHS/EHD has prepared the
following comments for your consideration and response.
On May 27, 1997, a Professional Service Industries representative measured the depth to water in
monitoring wells,MW - MW 12 and vapor extraction wells,VWI and VW2. Groundwater
samples were collected on May 27 through May 29, 1997. The groundwater depth had increased
five feet since the site was last monitored during fourth quarter 1996. The report included the
conclusion that the concentrations have typically decreased since the previous quarters sampling
event. Please note that with the exception of the vapor extraction wells all of the existing
groundwater monitoring wells are screened below the current groundwater level.
The summary table of the analytical results contained several errors and omissions. Please note
that the laboratory report indicated that 1.5 ppb MTBE was detected in the sample collected from
MW3, rather than the 2.0 which was reported on the summary table. The table contained
numerous errors of the date of sample collection. The summary table should include the
duplicate results. The lab data sheet for the EPA Method 8260 analysis of the sample collected
from VW2 was not included. Additionally, please provide an explanation for the calculation of
MTBE concentration noted by EPA Method 8260 analysis of the sample collected from VW1.
PHS/EHD requested in correspondence dated July 24, 1997 that the following correction be made
which was not reflected in the above referenced report. Table 1 of the "Fourth Quarter 1996"
report erroneously indicated that 3.6 ppb toluene was detected in the sample collected from
MW11, when in fact 3.8 ppb toluene was detected according to the Advanced Technology
Laboratories report which was included.
As PHS/EHD indicated in correspondence dated July 3, 1996,additional monitoring data would
be necessary prior to PHS/EHD's approval of the installation of the two additional monitoring
wells which were proposed downgradient and crossgradient of MW 11. The most recent
groundwater information available would suggest that their installation is warranted. PHS/EHD
has directed Caltrans to submit a drilling permit application and$89 fee which has not been
submitted.
Quarterly sampling of the monitoring wells shall be initiated immediately and shall continue until
such time as PHS/EHD directs Caltrans otherwise.
A Division of San Joaquin County Health Care Services
