HAYES FACILITY), 2005 NAVY DRIVE, STOCKTON,
SAN JOAQUIN COUNTY(RB #390659)
1 reviewed the Workplan for Soil and Groundwater Investigation (Workplan), received
13 September 2011 from your consultant KR Environmental. The Workplan proposed sampling
of the monitoring wells (MW-1 through MW-4) and advancement of four soil borings (SB-3
through SB-6) for a total of twelve (three per boring) soil samples and four grab groundwater
samples, to monitor groundwater and provide additional data for investigation to support the
conclusion for the source of petroleum hydrocarbons and chlorinated solvents reported in
groundwater monitoring between the wash rack and the former waste oil tank pit. Soil and
groundwater analyses will include hexane extractable material (oil and grease) by
APHA/USEPA Method 1664A, total petroleum hydrocarbons as diesel (TPHd) by USEPA
Method 8015M, and TPH as gasoline, benzene, ethylbenzene, toluene, xylenes, fuel
oxygenates, lead scavengers, and volatile organic compounds by USEPA Method 82608.
The Workplan is approved. Please provide, by email to the email address listed below, a
schedule for the fieldwork and report submittal by 1 October 2011. Failure to properly
characterize the source area with supportable data will result in issuance of a formal
enforcement Order pursuant to Section 13267 or 13304 of the California Water Code, in order
to move this UST case towards a timely closure.
