Our'. conclusion was that the response action was consistent <br /> with DTSC's policy to remove gross contamination. While there may be residual <br /> contamination present at this site, there was nothing ih the photographs to suggest that <br /> any gross contamination remains. 'The vegetation in the.' photographs indicates that <br /> discharge most likely did not occur on the upper level 'of th'e' canal bank (or the plants <br /> would be dead) . Discharge directly into the canal is difficult to document unless you are <br /> present at the time of discharge. : Likewise, canal sediment 'samples would need to be <br /> collected and analyzed to determine if the meth lab discharge impacted the canal directly. <br /> Unless further hazardous wastes related to meth lab manufacturing is discovered at this <br /> site, the removal action is considered complete. <br /> As we discussed in our phone conversation, the cleanup of residual contamination is the <br /> responsibility of the property owner. Unfortunately, DTSC does not have a program or <br /> funding to conduct meth lab remediation or determine the extent of trace level <br /> contamination.
