Bacon Island Rd, Stockton <br /> In a phone conversation with you on April 22, 2004, EHD staff, Michael Infurna, <br /> discussed some typical options utilized in investigating contaminated septic systems. <br /> One option was to remove the entire septic system under a permit issued by EHD. After <br /> the system is removed, the soil samples and any ground water encountered, could then <br /> be sampled as required. Another option included slant soil borings to collect soil <br /> samples under the septic tank and leach lines if they are not removed. <br /> At a minimum, the contents of the septic system should be pumped out <br /> immediately and containerized onsite. The tank should then be washed and rinsed <br /> multiple times and the rinseate should be added to the containerized wastes and <br /> characterized (sampled for disposal options). There is no facility that receives combined <br /> biological and chemical waste. Therefore, if the contents of the holding tank have <br /> volatile organic compounds (VOC) that require the waste to be disposed of at a <br /> 'chemical' treatment facility, chlorine to disinfect the biological waste should be added to <br /> the holding tank. If VOCs are present above allowable limits, the waste must be remain <br /> containerized on site and properly handled until a certified treatment facility has agreed <br /> to accept the waste. Only a licensed, certified Hazardous Waste contractor may <br /> transport this waste under a special manifest. <br /> If VOCs are not present at concentrations of concern, the biological waste should NOT <br /> be treated with chlorine. It must be transported to a facility rated to receive and treat <br /> biological waste. <br /> Enclosed is a Master File Record (MFR) form for you to complete, sign, and return to <br /> EHD with a check for$279. This submittal will enter you into the UIC program, generate <br /> a billing account, and credit you with three hours of oversight credit. EHD may then <br /> review work plans, conduct field inspections, and comment on reports of findings at the <br /> rate of$93 per hour. Charges over the initial payment will be billed to the party identified <br /> on the MFR on a monthly schedule. <br /> The work plan due now will be reviewed as soon as it and the MFR and fee are <br /> submitted.
