New West Petroleum #1003 • 3 - • 26 July 2007 <br /> Lodi, San Joaquin County <br /> • The vapor bucket test does not follow any "...California accepted spill container <br /> testing protocols...", and <br /> • Is "...not required to be tested by the SJCEHD CUPA district...". <br /> Also included in this report were an email from the SJCEHD stated the explanation was <br /> adequate, that they did not anticipate further action on the ELD Testing; and a letter <br /> dated 7 May 2007 from Walton Engineering Inc., giving an explanation why the spill <br /> bucket was not replaced after the 25 January 2006 ELD Testing. Our file includes a <br /> letter dated 17 November 2006, in which you stated that the UST system is tested <br /> annually, that the spill buckets failed several annual tests and were replaced. Please <br /> include the missing information on the previous annual tests and spill bucket <br /> replacements with the letter supplement to the Workplan, or an explanation why such <br /> information is not available. <br /> Public Participation Plan: <br /> 6. The Public Participation Plan consists of a one page Corrective Action Plan request for <br /> comments, a site history and the points of contact notice. The word "forme' in front of <br /> "gasoline service station" does not accurately describe the current operations of the <br /> Site. <br /> 7. All written Comments from the public should be mailed directly to the Regional Board <br /> staff. You can receive copies but, Regional Board staff are to review, evaluate, and as <br /> necessary, comment on all applicable comments <br /> 8. Regional Board staff or CSI may answer general project questions by phone or email. <br /> Please provide us with a record of all future public contacts with CSI (names, phone <br /> numbers, and topics of discussion; or forward to us the emails) for our file. <br /> 9. The State Water Resources Control Board recommends that a Public Participation Plan <br /> for a Category 2 site (where a release has moved off of the property) also include a list <br /> of names and addresses for surrounding property owners and residences/businesses <br /> within a 500-foot radius from the groundwater plume.
