The Letter stated that Regional Board staffs agree
with the previous directives given by SJCEHD. The other CSA-31 well (Well #1) has been
repaired and is now the lead supply well for Flag City.
In a phone conversation with SJCEHD on 6 July 2006, both agencies discussed the weekly
sampling requirement, and agreed to resume monthly sampling immediately for CSA-31 Well
#2 and monitoring wells MW-4A, -415, -613, and -6C. Additionally, SJCEHD and Regional
Board staffs are aware that the drilling permit has been delayed due to your unavailability to
sign paperwork for SJCEHD. Therefore, I have revised the requirements for installing and
reporting sampling results from the new wells. Please comply with the revised and remaining
SJCEHD directives given to date, including but not limited to:
1 . Installation of the new monitoring wells under SJCEHD permit by 21 July 2006 and a
report of the sampling and analysis results of the SJCEHD-approved (8 May 2006)
workplan by 4 August 2006.
2. Routine quarterly monitoring and reporting of all wells.
3. Startup of the groundwater pump and treatment system (GWP&TS) upon receipt of the
NPDES permit.
4. Weekly batch extraction of groundwater until startup of the GWP&TS.
5. Reporting of all items to GeoTracker in an expedited manner, so that MtBE exposure to
Flag City public supply water users does not occur.
California Environmental Protection Agency
pia Recycled Paper
