I have conducted a preliminary case review and
agree with the previous directions given by SJCEHD. Therefore, you need to comply with all
SJCEHD directives given to date, including but not limited to:
1. Installing of the new monitoring wells under SJCEHD permit and a report of the
sampling and analysis results of the SJCEHD-approved (8 May 2006) workplan by
21 July 2006.
2. Sampling of CSA-31, Well#1 on a weekly basis, to commence immediately.
3. Routine quarterly monitoring of all wells.
4. Installation and startup of the groundwater pump and treatment system (GWP&TS)
upon receipt of the NPDES permit.
5. Weekly batch extraction of groundwater until startup of the GWP&TS.
6. Reporting of all items to GeoTracker in an expedited manner, so that MtBE exposure to
Flag City public supply water users does not occur.
Additionally, by 21 July 2006, you shall provide a time schedule to complete corrective action
for your site. This transfer of lead agency should not cause or result in any delay in the
ongoing investigation, monitoring
or remediation of your release.
