(Apex)has been authorized by New West Stations (New West) to submit
this letter addressing the interim remediation measures we discussed in our meeting earlier today.
Due to the length of time anticipated for approval of the NPDES permit, Apex has scheduled
InStrat to perform batch extractions at the site starting the week of April 3, 2006..
Approximately 5,000 gallons of groundwater will be vacuum extracted from well EW-4 on a
weekly basis. Apex personnel will be on-site during the extractions to record the volume of
water extracted and collect two sets of groundwater samples, one pre-extraction and one post-
extraction. These data will be tabulated and extraction mass will be calculated. Apex will
submit this information to the San Joaquin County Environmental Health Department (SJCEHD)
in the quarterly monitoring reports. Batch extraction will continue until the groundwater
pumping and treatment system is fully operational or until Apex and SJCEHD deem it is
unnecessary.
Apex proposes to install additional monitoring wells on and off site to vertically and horizontally
define the dissolved phase methyl tet,-tiary butyl ether(MTBE)plume possibly associated with the
New West site. Upon SJCEHD approval, Apex will prepare a workplan report detailing the
proposed well installations submitted by April 21, 2006.
Michael S. Sgourakis will be Apex's new contact person for the site and will be responsible for
managing the project with the assistance of Ms. Jennifer Worsley.
