Banner Ave, Lodi. <br /> EHD is aware that you have contacted Mr. George Lockwood of the CVRWQCB at (916) <br /> 464-4697 and have obtained the information necessary to apply for an NPDES permit <br /> that includes sampling for specific constituents included in the State Implementation <br /> Plan (SIP) in the ground water. APEX has advised EHD that the sampling for this <br /> requirement will occur during the week of January 9, 2006. <br /> The ground water extraction wells (EW-1 thru EW-5) have been installed under permit <br /> issued by EHD. APEX has advised EHD that the bioreactor unit will be onsite by the <br /> week of January 9, 2006. As of this date, tests have not been conducted with these <br /> wells to demonstrate that the MtBE ground water contaminant plume will be remediated <br /> or its migration offsite will be controlled by their operation/use. In addition, the treatment <br /> equipment has not been operated so its ability to remove MtBE and other constituents <br /> that are of concern to the ultimate receptor of the waste/treated water has not been <br /> demonstrated. <br /> You are directed to perform pumping tests utilizing the extraction wells and <br /> treatment equipment and evaluate the feasibility of their use by February 15, 2006. <br /> Options for disposal of the treated extracted water should be pursued immediately, <br /> including hauling to receiving facilities. A report of the ground water extraction and <br /> treatment tests, including the results of the disposal option selection, is to be <br /> submitted to EHD by March 16, 2006. <br /> If the ground water extraction and treatment tests demonstrate this remedial alternative <br /> to be effective, interim operation and disposal of the extracted water should continue <br /> until an NPDES permit is obtained and the system can be operated continuously. <br /> EHD hereby directs you to evaluate other remedial alternatives since disposal of <br /> the treated extracted water is problematic and more than one type of remediation <br /> may be necessary to clean up the contamination.
