Banner Avenue
Lodi, CA. 95242
San Joaquin County Environmental Health Department (EHD) has received draft
laboratory data from ground water sampling that occurred September 12, 2005 at
the above referenced site. Ground water analytical data for samples collected
from offsite, down-gradient monitoring well, MW-4B, indicates that MtBE is
present in this 'second-zone' well at levels that pose a danger to the community
service area (CSA) drinking water well, "CSA-31" located approximately 600 feet
down gradient of MW-4B.
In previous communications with your consultant, Apex Enviro-Tech, EHD
advised that preparations for immediate actions should start so that if MtBE was
confirmed in monitoring well MW-413, you would be prepared for the requirement
to submit a work plan to install additional monitoring wells to determine the lateral
and vertical extents of the MtBE plume.
You are hereby directed to submit a work plan for additional subsurface
investigation to define the lateral and vertical extents of the ground water
plume from the unauthorized release from your underground storage tanks
(UST). The work plan is due at EHD by October 17, 2005.
In addition, EHD requires you to start interim remedial action as soon as possible
to halt the MtBE in the ground water from migrating off your site. A proposal that
describes the method(s) you plan to take should be submitted to EHD
immediately.
EHD requires immediate initiation of ground water sample collection and analysis
from the two endangered CSA wells on a monthly basis. Please contact San
Joaquin County Public Works - Utilities Maintenance at (209)468-3090 24-hours
prior to sample collection to obtain access to the wells.
