New West Meeting Notes <br /> 08 November 2005 <br /> EHD office, P Fir <br /> Attending <br /> Nuel Henderson, Laurie Cotulla— EHD, Jim Barton—CVRWQCB, Jennifer Worsley, <br /> Michael Sgourakis, Tom Landwehr, Jon Onck--Apex, and Gil Moore— Owner, RP <br /> Gil started out recounting history of discovery near his site and proactive actions to date <br /> hired consultants, installed wells, applied to cleanup fund (LUST) Gil had conducted a <br /> pre-purchase site investigation in 1996— site was clean Gil wants clear communications, <br /> especially directives, to facilitate reimbursements and minimize wasted time Wanted <br /> directive for enhanced leak detection test (ELD) for fund reasons <br /> Jennifer noted that the ELD test had been proposed in the last work plan but had not been <br /> commented on Gil wants to find leak, if present, prior to initiating cleanup Test has <br /> already been scheduled for after Thanksgiving, but wants the directive issued <br /> Michael S estimated that 1500 pounds of MTBE were in the dissolved phase Yikes, <br /> Wells to be sampled tomorrow for NPDES permit application Permit application will be <br /> submitted <br /> Plans for power equipment in to PG&E, will require approx 5 weeks for technical review <br /> and another few weeks to issue ok, may be limiting factor for initiating interim <br /> remediation APEX desires EHD and/or `State' assistance to facilitate PG&E approval <br /> and installation Apparently has Ron Rowl's verbal ok for disposing to the county <br /> treatment system <br /> Jennifer desires directive concerning sampling frequency of MW-4 A&B, currently <br /> weekly, but approaching last week in schedule, go to monthly or quarterly9 <br /> APEX desires to monitor their site concurrently with the Chevron site Jim noted that the <br /> Chevron site is near closure and monitoring may be suspended now, will check on it, <br /> doesn't believe a 4th QM is scheduled Jim will reevaluate need for a 4th quarter event <br /> EHD recommended installation of wells in all hydrological units to protect CSA wells, <br /> also stressed priority for getting into interim remediation to reduce mass as rapidly as <br /> possible <br /> Gil (RP) not convinced that plume or all of plume is his, EHD noted that his consultants <br /> can review all data and prepare SCM for all three known impacted sites and present their <br /> interpretations on the issue <br /> Summary <br /> f ® EHD to respond by letter to proposed ELD test in previously submitted WP, <br />
