Thank you. <br /> Unfortunately, as I tried to issue the permits, I ran into some problems. <br /> Could you explain WHO's property do you plan on accessing for the proposed borings/configency borings noted <br /> on FIGURE 2—"BANTA ROAD—UPRR"work plan? <br /> DO see the one 'circle-cross' boring, the most southerly shown next to"cottage".. You show it EAST of the <br /> property line. Is it in Banta Rd? (County encroachment?). Then the two borings north of this one and north of <br /> the RR appear to be East of Banta Rd and it's unclear to me if they are in Banta Rd Right of way(ROW)or on <br /> PARCEL 88888888 just EAST of Banta Rd. And if so, who is the Property owner? AND the two other borings <br /> shown are slightly south east of these two and appear to be in "INDUSTRIAL LAND' shown on my assessor maps <br /> as parcel 252-150-11, owned by Alfred and Mabel Pombo. Do you plan to drill on MR. Pombo's land also? Or in <br /> the County right of way?Or in Parcel 8888888? <br /> See if you can set me straight on how I see this all. <br /> -You plan to drill on Parcel 252-010-03. (LYOTH OFFSITE-AG). Permit#4(if drilling is planned). <br /> Things you need to do in order for me to issue: <br /> 1-Reed Towing yard appears to be owned by other than John Nevins like you indicated on the permit application. <br /> County assessor shows Joe Kowalski as the landowner. Clear this up. I can change the name on the permit, but <br /> without the correct landowner's access agreement I can't issue a permit for this parcel. <br /> 2-Rail road boring locations are confusing. The most southerly boring on Fig 2 of the 29March WP is unclear. <br /> County ROW? UPRR? Indicate the parcel this one is on. <br /> 3-The boring locations shown the Fig 2, EAST of Banta Rd are confusing. What parcel are they are? Once <br /> understand WHERE they are, I can assign and issue the permit(s). <br /> Additionally, the permit application for the UPRR was NOT signed. Please open the attachment and print and sign <br /> the APPLICATION at the area noted by the big STAR in the left margin. <br /> Also attached is one of the two LCDs sent in. Neither has your name on it and I enclosed one to show you (at the <br /> bottom of the page noted by the arrow in the left margin). You can add your name or I can. You tell me it's ok with <br /> the driller(C-57)for me to add your name he's signing for and I'll do it. Then you only have to get the signed <br /> permit application back to me. <br /> Our Site Mitigation fee has increased July 1, 2006 to$285. Typically this is NOT needed if there has NOT been a <br /> change in the billing party ALREADY assigned to this site. If Chevron Env Mgmt(CEM) is NOT the billing party, <br /> then this fee is needed along with a new MFR to identify the new billing party. IF CEM is still the correct billing <br /> party, the$279 you included in the check may be needed for additional permit fees if you need them. Once I <br /> have a clear understanding of WHERE the borings are planned, I can calculate your fees. Any excess can be <br /> applied to CEMs account that will be needed for my inspection charges for grout inspections. <br /> 10/30/2006 <br />
