Scott Mansholt ENVIRONMIENT HEALTH <br /> Chevron Environmental Management Company PERMIT/SERVICES <br /> 6001 Bollinger Canyon Road <br /> San Ramon, California 94583-2324 <br /> REVIEW OF WORKPLAN, SUBSURFACE INVESTIGATION, BANTA ROAD-UPRR <br /> PROJECT, TRACY, SAN JOAQUIN COUNTY <br /> BACKGROUND <br /> Regional Board staff has reviewed the referenced workplan, dated 29 March 2006, for the <br /> Chevron Old Valley Pipeline (OVP) project located east and crossgradient of the former Lyoth <br /> Loading Station property (Lyoth), in Tracy, San Joaquin County. The project is located east- <br /> northeast of the intersection of Banta Road and the Union Pacific Railroad (UPRR) right-of- <br /> way (ROW). The workplan was prepared for Chevron by Science Application International <br /> Corporation (SAIC). <br /> Historically, several aboveground storage tanks were utilized for temporary containment of <br /> crude oil and Bunker C locomotive fuel at the adjacent Lyoth loading station as part of the <br /> OVP system. An OVP pipeline carried crude oil and/or Bunker C fuel and the pipeline crossed <br /> the Banta Road-UPRR project northwest-southeast into the Lyoth loading station site. Storage <br /> tanks and facility structures were dismantled and removed from the Lyoth site by 1957. <br /> COMMENTS <br /> In December 2003 and February 2004, petroleum-affected soil was encountered during <br /> installation of a South San Joaquin Irrigation District (SSJID) 30-inch diameter water main <br /> pipeline that crosses beneath Banta Road and the UPRR ROW. The affected soil was <br /> (stockpiled and pipeline installation/excavation activities discontinued until site characterization <br /> could be conducted. In December 2003, borings were advanced to obtain soil samples for <br /> analysis and site characterization. Reportedly, groundwater was not encountered at the <br /> maximum depth of the borings, approximately 19-feet. Based on Lyoth monitoring reports, <br /> depth to groundwater ranges between 15 and 20 feet and the gradient is north-northeast. <br /> According to the 2003-2004 investigative analytical results for borings and from petroleum- <br /> affected soil stockpiled at the site, total petroleum hydrocarbons (TPH) were detected at <br /> concentrations ranging from 190 to 2,400 mg/kg in samples between approximately 12 and 15 <br /> feet. With the exception of low concentrations of ethylbenzene and xylenes reported in the <br /> sample collected from the stockpiled soil, benzene, toluene, ethylbenzene, and xylenes <br /> (BTEX) were not detected (ND). After completion of the limited site characterization work, <br /> installation of the pipeline beneath Banta Road and the UPRR ROW was completed in <br /> February 2004. <br /> California Environmental Protection Agency <br /> Col Recycled Paper <br />
