Svc
Science Applications International Corporation
An Employee-Owned Company
September 11,2003
Mr. M. Scott Mansholt
Chevron Environmental Management Company
6001 Bolinger Canyon Road
Room K2050
San Ramon,California 94583
Subject: Former Lyoth Loading Station
Letter Response To Comments On The Health Risk Assessment,
Office of Environmental Health Hazard Assessment(OEHHA),
Department of Toxic Substances Control (DTSC)
Dated April 18, 2002
Dear Mr.Mansholt,
At the request of Chevron Environmental Management Company(ChevronTexaco), Science
Applications International Corporation(SAIC)has prepared this letter response to OEHHA
comments addressing the Health Risk Assessment(HRA) submitted by Geomatrix Consultants
(Geomatrix)dated June 1999 and Addendum to HRA dated February 26, 2002.
In a meeting dated January 16,2002, OEHHA addressed three issues of the HRA concerning 1)
the adequacy of the characterization of the distribution of benzene, 2)the model used to estimate
indoor exposure to volatile compounds, and 3)the alpha level used in calculating the confidence
interval for polycyclic aromatic hydrocarbons(PAHs). Geomatrix addressed the OEHHA
comments and prepared an addendum dated February 26, 2002.
Based on the February 26, 2002, addendum,OEHHA prepared the April 18,2002 memorandum,
"Response To Comments On The Health Risk Assessment, Former Lyoth Loading Station, Tracy,
California." The memorandum indicated items discussed in the January 16, 2002 meeting had
been addressed by Geomatrix in the February 2002 addendum. The OEHHA memorandum states
that"the revisions reflecting these changes should be treated as an addendum to the risk
assessment'.
On behalf of ChevronTexaco, SAIC has documented the receipt and incorporation of the OEHHA
comments into the February 2002 addendum to the HRA. Based on this, SAIC recommends
ChevronTexaco request that OEHHA grant final approval of the June 1999 HRA and February
2002 Addendum for the subject site. If there are any questions pertaining to this request, do not
hesitate to call me at(916)979-3741.
Sincerely
SCIENCEAPPLICATIONS INTERNATIONAL CORPPORATION
7.
ToA.Del Frate
Project Manager,R.G.
3800 Watt Avenue, Sacramento, California 95821 •(916)974-8800•(916)974-8830
Other SAIC Offices:Albuquerque,Colorado Springs,Dayton,Falls Church,Huntsville,Las Vegas,Los Attas,Los Angeles,McLean,Oak Ridge,Orlando,San Diego,Seattle,Tucson
