Isorena <br /> Senior Engineer Associate Engineer <br /> DATE: 8 October 1998 SIGNATURE: <br /> SUBJECT: SITESTATUS, FORMER LYOTHLOADING STATION, CHEVRONPIPELINE <br /> COMPANY, TRACY, SAN JOA Q UIN CO UNTY <br /> Background <br /> I have reviewed various investigation and monitoring reports for Chevron Pipe Line Company's (CPL) <br /> former Lyoth Loading Station in Tracy, to determine the status of the site. The former station was <br /> developed in 1913 and used until 1953 as a transfer point for fuel oil. The site consisted of one 55,000- <br /> barrel and two 35,000-barrel aboveground tanks, a pump station, and appurtenant structures. CPL <br /> conducted soil and groundwater investigations in 1990, 1994, 1995, and 1997 to determine the presence <br /> and extent of petroleum hydrocarbons at the site. In addition to these investigations, CPL has been <br /> conducting groundwater monitoring since April 1997. <br /> 1 also have reviewed CPL'S Technical Approach to Site Evaluation and Decision Making, Old Valley <br /> Pipeline Sites, Central Valley Region. Presented below are my comments regarding the site and the <br /> application of the technical approach to it. <br /> Soil Sample Results <br /> 1. The sampling program is inconsistent in that sampling intervals and constituents analyzed are <br /> different at each location. All samples were analyzed for benzene,toluene, ethylbenzene, and <br /> xylenes (BTEX), but only some were analyzed for total petroleum hydrocarbons as diesel (TPHd), <br /> total recoverable petroleum hydrocarbons (TRPH), semi-volatile organic compounds, and <br /> polynuclear aromatic hydrocarbons (PAHs). The `B" samples were tested for BTEX and either <br /> TPHd or TRPH. The"G" samples were tested for BTEX and mostly for TPH as crude oil (TPHc), <br /> but some samples were tested for TPHc, TPHd, or TPHg, or some combination thereof. No <br /> explanation is provided for the inconsistency in the sampling program. <br /> 2. The vertical extent of soil contamination at the following locations is undefined: B-9, B-16, B-21, <br /> GP-3, and MW-2. Due to the inconsistency in sampling, other locations may also lack definition. <br /> The vertical extent of soil contamination at these locations need to be defined. <br /> 3.
