Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6111 Bollinger Canyon Road <br /> Rm 3432 <br /> San Ramon, CA 94583 <br /> REVIEW — HEALTH RISK ASSESSMENT ADDENDUM, FORMER LYOTH LOADING <br /> STATION, 26501 SOUTH BANTA ROAD, TRACY, SAN JOAQUIN COUNTY <br /> Chevron Environmental Management Company (Chevron) submitted the Health Risk <br /> Assessment Addendum report (Report), dated 7 January 2009 for the former Lyoth Loading <br /> Station site (Site) in southeast Tracy. The Report was submitted on behalf of Chevron by <br /> Science Applications International Corporation (SAIC). <br /> The Site is owned and operated by Hoffman Brothers Harvesting as a commercial/industrial <br /> facility. According to the San Joaquin County Assessors records, the Site is designated for <br /> "Automotive Uses." <br /> SAIC previously provided documentation for a No Further Action Request (NFAR) for the Site. <br /> The NFAR was completed in accordance with Central Valley Regional Water Quality Control <br /> Board's (Central Valley Water Board) 16 April 2004 update to Appendix A of the Tri-Regional <br /> Board Staff Recommendations for Preliminary Investigation and Evaluation of Underground <br /> Tank Sites - No Further Action Requests. More specifically, the request was conducted in <br /> accordance with - Section 6.5 NFAR for Cases Exceeding Water Quality Objectives. <br /> According to SAIC's supporting documentation, the California Office of Environmental Health <br /> Hazard Assessment (OEHHA) review comments of the 1999 human health risk assessment <br /> (HRA) amended in 2002, determined that the "human health and safety is not affected by the <br /> conditions remaining at the site, where according to OEHHA the theoretical lifetime cancer risk <br /> calculated from the updated HRA is within an acceptable risk range of 1 X 10-4 to 1 X 10-6 for <br /> an assumed residential-setting scenario." <br /> SAIC previously assessed various cleanup technologies and remedial alternatives for crude oil <br /> in soil and groundwater at Chevron's old valley pipeline (OVP) projects. The review described <br /> how residual weathered crude oil is highly viscous and relatively immobile at most OVP sites. <br /> SAIC determined that low permeability soils generally limit migration of the degraded crude oil <br /> in the subsurface. The crude oil is generally found within low permeability silty clay soil, and <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
