A subsequent risk <br /> evaluation by SAIC concluded that direct contact exposure by potential future <br /> commercial/industrial workers and construction/trench workers does not pose an unacceptable <br /> threat. <br /> SAIC conducted a well survey for the project by reviewing Department of Water Resources <br /> (DWR) records. There is no DWR record of private, domestic, or public water wells located on <br /> the Site. Future use of Site groundwater is not anticipated due to low yield from low <br /> permeability soil, poor quality, and the availability of alternative water supplies as documented <br /> by file information. <br /> According to the findings provided in Site characterization reports, Central Valley Water Board <br /> staff concur that the extent of impacted soil and groundwater is limited and has been <br /> adequately delineated. Review of the data indicate that use of the historical crude oil pipelines <br /> ceased over 30 years ago and that residual petroleum hydrocarbons as crude oil remaining in <br /> the soil, do not constitute a significant source of petroleum constituents. Central Valley Water <br /> Board staff concur with the summary provided in the No Further Action Required Request for <br /> the former Lyoth Loading Station and that the property is a candidate for closure. <br /> The Central Valley Water Board is required to provide the public the opportunity to comment <br /> on closure decisions under state law (including Health and Safety Code 25356.1). Central <br /> Valley Water Board staff are increasing efforts to include public participation in its site closure <br /> programs. As part of this effort, Central Valley Water Board staff will be notifying nearby <br /> landowners, residents, and occupants of closure cases we oversee. Pursuant to Section 2728 <br /> of the California Code of Regulations, Title 23, Division 3, Chapter 16, the Central Valley <br /> Water Board requests that you conduct a property and offsite property owner survey (Survey). <br /> The Survey should determine: a) all properties overlying soil and groundwater determined to <br /> have been impacted by the historical pipelines' release, and b) adjacent properties within a <br /> 500-foot radius of the impacted areas delineated at the Site. The Survey should include <br /> assessors' parcel maps for the properties. Upon completion, submit a table or spreadsheet <br /> listing property owner names and mailing addresses, business and residence mailing <br /> addresses, and assessors' parcel numbers and maps. <br /> By 15 June 2009, please submit the results of the Survey and a site specific SMP. <br /> Following completion of a 30-day public notice period and provided any substantive comments <br /> are resolved, Chevron will be notified that the onsite monitoring wells can be destroyed. Upon <br /> verification of proper monitoring well destruction, the Central Valley Water Board will issue a <br /> No Further Action determination. <br />
