Scott Mansholt <br /> Chevron Environmental Management Company <br /> 6001 Bollinger Canyon Road <br /> P.O.Box 6012 <br /> San Ramon,California 94583-0712 <br /> Subject: Site Investigation Work Plan <br /> Banta Road—UPRR <br /> 26501 Banta Road <br /> Tracy,California <br /> Dear Mr. Mansholt: <br /> At the request of Chevron Environmental Management Company(CEMC), Science Applications <br /> International Corporation(SAIC)has prepared this work plan for additional soil and groundwater <br /> investigation at the Banta Road property in Tracy,California(Figure 1). This scope of work was <br /> prepared in response to previous environmental activities conducted at the site. Additional soil <br /> borings down gradient and off site have been proposed to delineate the lateral extent of <br /> petroleum-impacted soil and groundwater. A site vicinity map is attached as Figure 1. Proposed <br /> boring locations are shown on Figure 2. <br /> BACKGROUND <br /> SITE DESCRIPTION AND USE <br /> The site is located east and cross gradient of the former Lyoth Loading Station,approximately 80 <br /> feet north of the Union Pacific Rail Road(UPRR)crossing on Banta Road(Figure 2). The Lyoth <br /> Loading Station,a triangular-shaped property,is located south of the intersection of the Southern <br /> and Western Pacific Railroad lines. Site investigation activities have been completed at the Lyoth <br /> Loading Station. The Lyoth Loading Station is currently used as a tractor-trailer repair facility, <br /> but was historically part of the Old Valley Pipeline(OVP). The OVP was operated by Standard <br /> Oil of California(Standard),predecessor of Chevron,from the early 1900s to the 1960s to <br /> transport San Joaquin Valley crude oil and Bunker C locomotive fuel from Bakersfield to <br /> Standard's refinery in Richmond,California. The petroleum-affected soil at the site appears to be <br /> the crude oil/Bunker C fuel transported through the OVP pipeline used to supply the Lyoth <br /> Loading Station. <br /> From December 2003 to February 2004,petroleum-affected soil was removed along Banta Road <br /> adjacent to the Lyoth Loading Station site due to a South San Joaquin Irrigation District(SSJID) <br /> pipeline installation activity. The SSJID pipeline is a 30 inch-diameter water main constructed <br /> beneath Banta Road that crosses the UPRR right of way (ROW). The ROW easement is <br /> occupied by,at the least,the Kinder Morgan petroleum pipeline(located approximately 15 feet <br /> north of the UPRR)and the OVP.
