California Blvd., Suite 500 <br /> Walnut Creek, CA 94596 <br /> Subject: Proposal for Consulting Services <br /> All Pure Chemical Company—Tracy, California <br /> Offsite Groundwater Investigation <br /> P035-98 <br /> Dear Mr. Woods: <br /> Helmick & Lerner Inc. is pleased to submit the following proposal for performing the groundwater <br /> investigation described in our September 1997 response to the Regional Board's letter of 26 August <br /> 1997. The Regional Board's letter commented on the recommendations presented in our <br /> Groundwater Investigation Report, and requested installation of two offsite wells and collection of <br /> a hydropunch groundwater sample. <br /> The original groundwater investigation work plan that was approved by the Regional Board had to <br /> be revised when the planimetric survey conducted after the two onsite wells were installed <br /> indicated that the groundwater gradient flowed towards the northwest and not towards the southeast <br /> as originally thought. As a result, alternative locations for the remaining two wells that were to be <br /> constructed as part of the groundwater investigation were proposed in the Groundwater <br /> Investigation Report. <br /> The Regional Board responded to those revisions in their letter and requested additional sampling. <br /> Our 9 September 1997 letter to the Regional Board recommended drilling one shallow and one <br /> deep well, and the collection of a hydropunch groundwater sample from locations within the <br /> Richard Pombo property located across from the All Pure facility. Our proposal includes the initial <br /> sampling of the wells. Subsequent sampling of the wells will be conducted as part of the quarterly <br /> monitoring program currently being performed by ATC Associates. <br /> Our proposal includes a scope of work, budget and schedule for implementing the approved <br /> groundwater investigation work plan. <br />
