Norwood
Vice President of Environmental Affairs
Pioneer Americas, Inc.
116 Sunburst Lane,NW
Cleveland, Tennessee 37)12
Subject: Work Plan for Groundwater Investigation
All Pure Chemical Company-Tracy, California
HLI 00907
Dear Mr. Norwood:
Presented below is a work plan for constructing four groundwater monitoring wells and one soil
boring to further investigate the extent of VOCs in groundwater at the Tracy Facility and to provide
additional data for determining the local groundwater gradient and flow direction. The work plan
includes a discussion of the basis for selecting the proposed well and soil boring locations, well
construction and sampling procedures, and a schedule for conducting the field work and submitting
the groundwater investigation report.
BACKGROUND
VOCs have been detected in shallow groundwater samples collected from monitoring wells MW-1,
MW-2 and MW-3) and hydropunch samples HP-1 through HP-6 at the All Pure Tracy Facility
(refer to Figure 1). In response, the Central Valley Regional Water Quality Control Board
(Regional Board) requested in their letter of 24 December 1996 that the lateral extent of VOCs in
the uppermost saturated zone be determined to the east-northeast and south of the existing wells
and the vertical extent of VOCS also be determined.
The proposed four monitoring wells shown on Figure 1 are intended to provide data to characterize
the extent of VOCs in shallow groundwater and the local groundwater flow direction. The four
existing and four new monitoring wells significantly expand the monitoring well network to define
the local groundwater gradient. If the gradient is towards the south or southeast, MW-6, -7 and -8
will provide water quality data downgradient of the two areas where VOCs have been detected-the
ponds and the area encircled by by HP-4, -5 and -6. If the groundwater gradient is found to be
towards the northeast, monitoring wells MW-5 and MW-6 will serve as downgradient wells for
these two areas.
