Thus, it will not be possible to cease discharges to Fire Pond 1 by <br /> 1 December 1996. <br /> Removal of pond liners and soil sampling <br /> Fire ponds - All Pure states that removal of the liner from Fire Pond 2 and collection of soil samples <br /> will be completed by 18 October 1996. According to page 2, the liner in Fire Pond 2 has already <br /> been removed. <br /> All Pure also states here that "Pond 1 will be removed and the soil samples will be collected within <br /> four weeks of backfilling of Fire Pond 2." This statement needs clarification. Was it intended to say <br /> that the liner in Pond 1 will be removed and the soil samples will then be collected within four weeks <br /> of backfilling of Fire Pond 2? <br /> Reporting of Soil Sample Results <br /> Two soil sampling reports must be submitted. The first report is for soil sampling of the two <br /> wastewater ponds, the former small wastewater pond, and Fire Pond 2. The second report is for soil <br /> sampling of Fire Pond 1. Both reports should include photographs of all ponds after they have been <br /> emptied and before any liners are removed, all of All Pure's proposed items, and the items listed <br /> above under Task 5 - Report. <br /> Closure Reports <br /> All Pure proposes to submit a closure report within one month of the completion of backfilling and <br /> grading of the two wastewater and two fire ponds. Two separate closure reports must be submitted. <br /> The first one should include the details for closure of the two wastewater ponds, the former small <br /> wastewater pond, and Fire Pond 2. The second closure report should include the details of closure of <br /> Fire Pond 1, which cannot occur until after installation of the AST. The AST should not be installed <br /> until after the first closure report is approved. <br /> As stated, All Pure can proceed with closure activities, but details of soil gas sampling must be <br /> submitted and approved at least two weeks prior to soil gas sampling.
