The current status of the ponds must be shown accurately on a map. The 1994 closure plan shows <br /> the pond in the southeast comer of All Pure's fenced area as being lined. This pond was not lined <br /> when I visited the site in January and March of 1996. The currant and past uses of each pond also <br /> must be reported. <br /> The closure plan needs to be complete. Appendices A and B :vere missing from the closure plan. <br /> Of particular importance is Appendix A which includes the i; ell logs for the four monitoring wells <br /> on the All Pure facility. <br /> The closure plan should include the means of closure and ;ost closure r.: "c� for all pods to <br /> be closed. It is appropriate to include this now since WDks will not be issued for the ponds to be <br /> closed. The 1994 closure plan stated that All Pure intended to build a warehouse on top of the site <br /> of the closed ponds. If this is still planned, a schedule for construction should be included. If the <br /> building will not be constructed for some time, if the building is not planned, or if the building will <br /> not cover the area of all ponds closed, then All Pure needs to prepare an alternative plan for post <br /> closure maintenance of the ponds. <br /> Additional details which must be provided in the closure plan include the method of emptying the <br /> ponds, method of soil sampling, analyses to be performed on the soil samples, and a regrading plan. <br /> A schedule for closing the ponds is needed, including dates for emptying the ponds, soil sampling, <br /> reporting results of the sampling with a work plan to remove or remediate any contaminated soils, <br /> and regrading. <br /> Please submit a revised closure plan which addresses the above comments no later than 7 June <br /> 1996.
