The <br /> fuel hydrocarbon plume is apparently from an offsite source and will be dealt <br /> with separately since we agree All Pure does not appear to be the source. The <br /> non-fuel hydrocarbon plume is located immediately adjacent to the wastewater <br /> ponds. <br /> The Workplan proposes to investigate this plume and determine the extent of <br /> contamination. Prior to giving All Pure approval to proceed with the <br /> Workplan, we have several concerns about the Workplan which need to be <br /> addressed. Please review the enclosed memorandum and submit a revised <br /> Workplan to our office by 24 November 1989. <br /> After chloroform contamination from the ponds is verified by the ground water <br /> monitoring program, All Pure will be required to meet Subchapter 15 <br /> requirements by retrofitting or eliminating its ponds.
