ST4TE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— <br /> CENTRAL VALLEY REGION <br /> 3443 ROUTIER ROAD <br /> SACRAMENTO,CA 95827-3098 <br /> 31 October 1989 CE I V E D <br /> N 0 V 6 1989 <br /> ENVIRONMENTAL HEALTH <br /> Mr. Bill Sassamon, Sr. PER MIT/SERVICES <br /> All Pure Chemical Company <br /> 26700 South Banta Road <br /> Tracy, CA 95378-0268 <br /> REVIEW OF TECHNICAL REPORT & ASSESSMENT AND GROUND WATER MONITORING PROGRAM <br /> WORKPLAN, ALL PURE CHEMICAL, TRACY, SAN JOAQUIN COUNTY <br /> Enclosed is a memorandum regarding the review of your Technical Report and <br /> Assessment of Soil and Ground Water Contamination dated 26 July 1989 and the <br /> Subchapter 15 Ground Water Monitoring Program Workplan dated 14 July 1989. <br /> Results of the Assessment indicate that two separate contamination plumes <br /> exist at the All Pure site, one fuel and the other non-fuel hydrocarbons. The <br /> fuel hydrocarbon plume is apparently from an offsite source and will be dealt <br /> with separately since we agree All Pure does not appear to be the source. The <br /> non-fuel hydrocarbon plume is located immediately adjacent to the wastewater <br /> ponds. <br /> The Workplan proposes to investigate this plume and determine the extent of <br /> contamination. Prior to giving All Pure approval to proceed with the <br /> Workplan, we have several concerns about the Workplan which need to be <br /> addressed. Please review the enclosed memorandum and submit a revised <br /> Workplan to our office by 24 November 1989. <br /> After chloroform contamination from the ponds is verified by the ground water <br /> monitoring program, All Pure will be required to meet Subchapter 15 <br /> requirements by retrofitting or eliminating its ponds.
