CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING ORDER NO. R5-2012-0813 <br /> CALIFORNIA WATER CODE SECTION 13267 <br /> FOR <br /> OLIN CHLOR ALKALI, TRACY FACILITY <br /> SAN JOAQUIN COUNTY <br /> This Order is issued to Olin Corporation pursuant to California Water Code section <br /> 13267, which authorizes the Executive Officer of the California Regional Water Quality <br /> Control Board, Central Valley Region (hereafter Central Valley Water Board) to issue a <br /> Monitoring and Reporting Order (Order). <br /> The Executive Officer finds: <br /> INTRODUCTION <br /> 1. Olin Corporation (hereafter Discharger), doing business as Olin Chlor Alkali <br /> Products, leases and operates a 15-acre manufacturing facility at 26700 South <br /> Banta Road in Tracy, San Joaquin County (Site). The Discharger acquired the lease <br /> for the Site upon the acquisition of Pioneer Americas LLC (Pioneer) in 2007. <br /> Pioneer had acquired the lease for the Site upon the acquisition of the All-Pure <br /> Chemical Company (All-Pure) in 1989. The previous owner of All-Pure (and current <br /> owner of the Site property) purchased the property in 1975 from Anderson Tire <br /> Recapping Company. Anderson Tire Recapping Company developed the Site in <br /> 1945. Before that time, alfalfa was grown at the Site. <br /> 2. The Discharger currently produces sodium hypochlorite (liquid bleach) from chlorine <br /> and caustic. Also, the Discharger purchases calcium hypochlorite from another <br /> company, which it warehouses and distributes for sale at the Site. The Site <br /> previously had a sulfuric acid repackaging line and a truck maintenance shop. Also, <br /> chlorine gas was previously repackaged at the site. The water table at the Site is <br /> about 15 feet below the ground surface. Waste constituents in groundwater from the <br /> Site include carbon tetrachloride, chloroform, and various inorganic compounds. <br /> This pollution has impaired the beneficial use of groundwater resources at the Site. <br /> 3. In 1998 and 1999, Pioneer closed two wastewater treatment impoundment ponds, <br /> constructed in 1977. Central Valley Water Board staff approved a 4 February 2000 <br /> Closure Report in a letter dated 24 February 2000. <br /> 4. This Monitoring and Reporting Order is issued by the Central Valley Water Board, <br /> pursuant to California Water Code (CWC) section 13267 and is necessary to <br /> delineate groundwater pollutant plumes and determine whether remediation efforts <br /> are effective. <br /> 5. Existing data and information about the Site show the presence of various <br /> chemicals, including carbon tetrachloride, chloroform, and various inorganic <br /> compounds, emanating from the property under the control of the Discharger at <br />
