Stantec Consulting
Corporation prepared the MRP Request on behalf of the Olin Corporation (Olin) for its
chemical manufacturing facility (Site) in Tracy, California. I have attached a Draft MRP for
your review.
Background
On 22 September 2011, you and Eva Hey of Stantec Consulting Corporation met with James
Brownell of the Central Valley Water Board staff in our Rancho Cordova office to discuss the
status of monitoring and cleanup at the Site. During that meeting, you proposed revisions to
the MRP which you have included in the 26 September 2011 MRP Request.
Comments
The following comments briefly discuss your requests and the Central Valley Water Board
staff responses incorporated into the attached Draft MRP:
1. Central Valley Water Board staff has deleted references in the Draft MRP to Olin's
industrial water supply wells AP-1 and AP-2. The MRP Request states that Olin
destroyed these wells in April 2010 and includes the well destruction reports in
Appendix A. Olin had been utilizing AP-2 as a lower horizon monitoring well, but
replaced it with new monitoring well MW-16 in November 2008.
2. Olin has collected groundwater samples from lower horizon monitoring well MW-16
during ten consecutive quarterly events. Laboratory chemical analyses have not
detected volatile organic compounds. The Draft MRP requires semi-annual monitoring
and sampling of this well.
3. Olin is no longer required to sample its industrial supply wells Banta #1, Banta #2, and
Banta #3. Site monitoring wells will act as a guard wells for the detection of site
constituents of concern (COCs) including carbon tetrachloride and chloroform.
California Environmental Protection A ency
oRec_rclerl/'aper
