Ms.Devra Lewis <br /> June 7,2001 <br /> Page 4 <br /> 3.0 PROPOSED SCOPE OF WORK <br /> The proposed Groundwater Investigation activities to address the RWQCB's May 11,2001 request for <br /> installation of monitoring wells consists of six primary tasks including: <br /> Task 1—Access Negotiation; <br /> Task 2—Preliminary Field Activities; <br /> Task 3—Monitoring Well Installation; <br /> Task 4—Groundwater Sampling; <br /> Task 5—Investigation Derived Waste Disposal; and, <br /> Task 6—Summary Report. <br /> Each task is further described below. <br /> 3.1 TASK 1—ACCESS NEGOTIATION <br /> The Groundwater Investigation will consist of advancing soil borings for the purpose of installing <br /> monitoring wells downgradient of the site. The proposed locations are located on land currently owned by <br /> Pombo Properties and Mr. Jack Alvarez. Prior to performing any intrusive activities, SECOR must first <br /> obtain access agreements from the Pombo Properties and Mr. Alvarez. The offsite land owners will be <br /> provided with a standard access agreement for their consideration. Upon obtaining the required access <br /> agreements,Task 2 will be initiated. In the event of significant difficulties in obtaining an agreement, <br /> SECOR will inform the RWQCB. Based on our previous experience with access negations in the area, <br /> negotiations could require over two months. In an effort to make the negotiations go as smoothly as <br /> possible, SECOR is proposing the wells be located along unimproved roads or right-of-ways to minimize <br /> interference with farm equipment and operations. Siting is further discussed in Section 3.3.1. The <br /> schedule for completion of the investigative activities is dependent on obtaining the necessary access <br /> agreements. <br /> 3.2 TASK 2-PRELIMINARY FIELD ACTIVITIES <br /> Prior to conducting the proposed investigation,SECOR will obtain soil boring permits from the San <br /> Joaquin Public Works Agency(SJCPWA). The site-specific Health and Safety Plan(HASP)will be <br /> updated for use by personnel implementing the Work Plan. The HASP will address the proposed <br /> advancement of soil borings and installation of the monitoring wells. A copy of the HASP will be <br /> available onsite at all times. The subcontractor(s)performing the field activities will be provided a copy of <br /> the HASP prior to initiating field activities. The onsite subcontractors will also be required to maintain <br /> their own HASP. <br /> SECOR will mark the soil boring locations, contact Underground Service Alert(USA) at least 48 hours <br /> prior to the initiation of field work, and contract a private utility locator(California Utility Surveys)to clear <br /> the proposed boring locations of subsurface obstructions. SECOR will also inform the land owners of the <br /> proposed wells locations well in advance of the proposed field work to allow for removal of potential <br /> obstructions. <br /> 3.3 TASK 3—MONITORING WELL INSTALLATION <br /> The proposed Groundwater Investigation will consist of installing seven groundwater monitoring wells <br /> using hollow-stem auger drill techniques.
