The workplan describes procedures to destroy Well MW-4 and install a replacement (Well
MW-40. Groundwater monitoring is required by Waste Discharge Requirements Order No. R5-2004-
0078. Well MW-4 has to be replaced because it is located where a 0.7-acre stormwater pond will be
constructed. After reviewing the workplan, I have the following comments:
The proposed location of Well MW-4r and the close proximity to the 0.7-acre stormwater pond may
result in groundwater samples that are not representative of groundwater below the land application
areas due to dilution with stormwater. It may be more appropriate to locate the well closer to Zone
5. Please reconsider the proposed location of Well MW-4r.
— The well location and casing elevation must be surveyed to allow use of the well for groundwater
elevation map preparation. All wells shall be surveyed to the same reference point to allow
evaluation of the groundwater elevations and flow directions.
If conditions in the borehole allow, it is recommended that the sand pack be surged prior to installing
the bentonite seal.
Prior to implementing the workplan, please address these comments. Please submit the workplan
addendum by 11 March 2005. If you have any questions on this conditional approval, please telephone
me at(916) 464-4616.
",4
TIMOTHY R.
