EXECUTIVE SUMMARY <br /> Sage Environmental Consulting, LP (Sage)was retained by Westlake Chemical Corporation <br /> (Westlake)to perform a Phase II Investigation at the CertainTeed facility located at 300 <br /> South Beckman Road, in Lodi, San Joaquin County, California(herein after the Subject <br /> Property). <br /> The objective of the Phase II was to determine the environmental conditions at the plant that <br /> existed at the time of the purchase in order to establish any existing liabilities to CertainTeed <br /> Corporation and provide a baseline assessment which will separate pre-existing conditions <br /> from Westlake. <br /> The Subject Property is located at 300 South Beckman Road in Lodi, San Joaquin County, <br /> California. The facility is currently composed of one parcel of industrial property lying <br /> within the municipal city limits of Lodi, California. The Subject Property is an 18.11 acre <br /> parcel located on the southeastern quadrant of the intersection of South Beckman Road and <br /> East Lodi Avenue in Lodi, San Joaquin County, California. The Subject Property is a <br /> polyvinyl chloride (PVC)pipe extrusion facility which consists of an 112,500-square foot <br /> main building that is located in the central portion of the Subject Property. The single-story, <br /> high-bay warehouse and manufacturing building contains production and storage areas <br /> (Figure 2). Smaller structures on the Subject Property consist of a blend plant building, an <br /> administrative office, a quality control (QC) office, and a storage building; all of which are <br /> attached to the main building. A covered shed is present in the northeast corner of the site <br /> for storage of raw material and general plant trash. <br /> Summary and Recommendations <br /> For the purpose of assessment Sage compared detected concentrations to either the EPA <br /> Region 9 <br /> Commercial Environmental Screening Levels(ESLs)or in the case of TPH,Sage compared <br /> detected concentrations to the San Francisco Bay Regional Water Quality Control Board's <br /> Commercial Environmental Screening Levels(ESLs). Results of the soil and sediment <br /> samples collected for this Phase II Investigation indicate that no Volatile Organic Compounds <br /> (VOCs), Herbicides, or Pesticides were detected in any of the soil or sediment samples <br /> collected at the Subject Property. <br /> TPH DRO and TPH ORO were detected at low levels in the sump samples but were reported <br /> well below regulatory limits. <br /> Based on the results of the Phase II investigation at the former CertainTeed Corporation <br /> property located at 300 South Beckman Road in Lodi, California, Sage has determined that <br /> the Other Concerns identified in the ENVIRON 2012 Phase I ESA (Long Industrial Use <br /> including potential use of chlorinated solvents and AST use)have not impacted the Site soil. <br /> Sage Environmental Consulting,L.P. ill Westlake Chemical Company <br /> July 2013 Lodi,CA,Phase II Investigation <br />
