SECTION 1 <br /> INTRODUCTION <br /> Sage understands that Westlake has purchased the CertainTeed facility located at 300 South <br /> Beckman Road, in Lodi, San Joaquin County, California. As a part of Westlake's due <br /> diligence, a Phase II Environmental Investigation was requested in order to assist in <br /> determining potential existing environmental liabilities at the facility. <br /> 1.1 Background <br /> An ENVIRON Phase I ESA dated December 2012, was provided to Sage for review. Based <br /> on a review of the 2012 ENVIRON Phase I ESA Report, in which ENVIRON stated that <br /> they"did not identify any RECs in connection with the property", and understanding that the <br /> ENVIRON report had been prepared for the Saint-Gobain Corporation(the owner), Sage <br /> recommended that a Phase II Environmental Investigation be conducted at the Subject <br /> Property for Westlake (the buyer). <br /> The ENVIRON report noted what they termed"Other Findings"that discussed the long <br /> industrial use of the Site and that CertainTeed was listed on the EDR database as having <br /> generated chlorinated solvent waste. <br /> Based on review of the provided information and Westlake's instructions, Sage separated the <br /> scope of work to differentiate work necessary to close out an REC or other concern identified <br /> in the Environ Phase I ESA from the work necessary to establish a baseline of the existing <br /> environmental conditions at the facility. <br /> Groundwater is believed to be present in the general area at a depth of greater than 50 feet <br /> below grade. Potentially small historical spills from the site would not be expected to impact <br /> groundwater at these depths. Further, since no groundwater was encountered during the site <br /> work, drill cuttings were placed into a five gallon bucket pending laboratory analysis. Sage <br /> hand augured all borings to a depth of approximately 5 feet prior to initiating drilling to <br /> minimize the chance of encountering subsurface utilities. <br /> Sage utilized a PhotoIonization Detector(PID) to survey the soil samples for volatile organic <br /> compounds (VOCs). Boring logs were prepared for each sample location. No PID readings <br /> were detected during the investigation. <br /> 1.2 Objectives <br /> The objective of the Phase II Investigation was to determine the current environmental <br /> conditions at the plant that existed at the time of the purchase in order to establish any pre- <br /> existing liabilities to CertainTeed Corporation and provide a baseline assessment which will <br /> separate pre-existing conditions from Westlake. <br /> Sage Environmental Consulting,L.P. 1-1 Westlake Chemical Company <br /> June July 2013 Lodi,CA,Phase II Investigation <br />
