(Sage)is pleased to present this proposal to Westlake <br /> Chemical Corporation(Westlake)for a limited Phase II Investigation to evaluate recognized <br /> environmental conditions(RECs), as well as other concerns identified in a previously completed <br /> Phase I Environmental Site Assessment(ESA).Working as the buyer's consultant, Sage will <br /> have only Westlake's interests in mind. <br /> Sage seeks to assist Westlake with a review of the plant's environmental history and determine <br /> and conduct the necessary soil and/or groundwater investigation to establish a baseline for the <br /> existing environmental conditions at the plant.Westlake's goal is to determine the environmental <br /> conditions at the plant that exist at the time of purchase to establish any existing liabilities to <br /> CertainTeed Corporation and provide a baseline which will separate pre-existing conditions from <br /> Westlake. <br /> Sage has been provided with a copy of the ESA conducted by ENVIRON International <br /> Corporation in December 2012, a January 14, 1998 Phase II investigation prepared by <br /> Environmental Liability Management,Inc., and an October 7, 1997 Interoffice Memo discussing <br /> a pre-acquisition site visit to the Lodi plant. <br /> Scope of Work <br /> Based on review of the provided information and Westlake's instructions, Sage has prepared the <br /> following scope of work. Sage has separated the scope of work to differentiate that work <br /> necessary to close out an REC or other concern identified in the ENVIRON Phase I ESA from <br /> the work necessary to establish a baseline of the existing environmental conditions at the plant. <br /> Sage will rely on ASTM and EPA approved standards and methods to conduct this work. <br /> Sage Environmental Consulting,LP-600 Chastain Road,Suite 320-Kennesaw,Georgia-30144-678-431-0130 <br />
