Such an environmental document will <br /> require review by the State regulatory agencies . <br /> In summary, the lead agency is DHS and the responsible <br /> parties are Renown and Texaco. They will either <br /> initially or ultimately fund site characterization and <br /> mitigation. Removal of the contaminated soil to a <br /> Class I site would provide transfer of liability soil <br /> but would cost accordingly. Leaving the contaminated <br /> soil in place retains the liability with Renown and <br /> Texaco and requires specific mitigation of potential <br /> health and ground water contamination . <br />
