Agenda Item No. 7 <br /> Page 3 <br /> August 18 , 1987 <br /> In any alternative land use consideration a General <br /> Plan amendment and reclassification would be required. <br /> To consider these actions it is likely that focused <br /> environmental impact report will be required to address <br /> neighborhood impact, traffic circulation and soil <br /> contamination. Such an environmental document will <br /> require review by the State regulatory agencies . <br /> In summary, the lead agency is DHS and the responsible <br /> parties are Renown and Texaco. They will either <br /> initially or ultimately fund site characterization and <br /> mitigation. Removal of the contaminated soil to a <br /> Class I site would provide transfer of liability soil <br /> but would cost accordingly. Leaving the contaminated <br /> soil in place retains the liability with Renown and <br /> Texaco and requires specific mitigation of potential <br /> health and ground water contamination . <br />
