JOAQUIN COUNTY <br /> On 29 October 1986 our office transmitted a letter to you regarding the subject <br /> site. This letter states our approval , based on a water quality standpoint and <br /> Subchapter 15 regulations, of the use of the crude oil contaminated soils from <br /> the subject site as a foundation layer material for the final cover at the <br /> Corral Hollow Landfill . A summary of soil sampling analysis is enclosed. <br /> Since our approval , the City of Tracy has expressed concern about the <br /> requirements of other agencies and the impacts of Assembly Bill 3374. In <br /> addition, Sayed Sadredin of the San Joaquin County Air Pollution Control <br /> District has expressed air quality concerns stemming from the actual soil <br /> removal process. These issues were not considered in the remedial action plan <br /> prepared for the site, nor as part of our approval process. <br /> Therefore, a meeting consisting of the governmental agencies needed to resolve <br /> this issue should be arranged. The goal of this meeting will be to delineate <br /> all requirements that must be met to complete the project as proposed. This <br /> will allow the City of Tracy to base its decision of accepting or rejecting the <br /> soil at the landfill on all appropriate concerns, riot just -rater quality. In <br /> addition, Renown Enterprises will be able to plan the remedial action <br /> accordingly. <br /> I have tentatively set. aside 1: 30 p.m. , 17 February 1987 at the San Joaquin <br /> Local Health District offices as the time and place for such a meeting.
