Linda Mesa Avenue Post Office Box 2048 <br /> Danville, CA 94526 Stockton, CA 95201 <br /> REUSE OF SOIL FROM RENOWN ENTERPRISES SITE, TFi+CYION THE STOCKTO�J CROSS-TOWN <br /> FREE'Ii6AY, SAN JOAQUIN COUNTY <br /> We have been requested by American Environmental Manage,,^nnt, Inc. , (AEMC) to <br /> approve the reuse of crude oil contaminated soil from the Renown Enterprises' <br /> site in Tracy as fill for the Stockton Cross-Town Freeway. <br /> The Department of Health Services , Toxic Substances Control Division, has <br /> determined that soil at the Renown site, which is contaminated with only crude <br /> oil , may be managed as a 'nonhazardous waste' . <br /> While we do not anticipate that water quality problems will result as we <br /> currently understand the proposal , approval from this office will require an <br /> exemption from CAC, Title 23, Chapter 3, Subchapter 15, pursuant to Section <br /> 2511 (h) . Before such an exeription is considered, the following tasks must be <br /> performed: <br /> 1. Caltrans must commit, in writing, to use the Renoti:n soil in the manner <br /> described in AEI-AC ' s 4 March 1984 letter (enclosed) except that Caltrans <br /> must place at least four feet of compacted native clay between the surface <br /> of the freeway embankment and the Renown soil . <br /> 2. Renown Enterprises must submit a report, with technical justification, on <br /> whether the contamination in the soil , including benzene, toluene, and <br /> xylene, if present, will migrate, once used as part of the freer;ay e:: bank- <br /> ment. <br /> 3. Renown must submit, for our approval , the specific method which will be <br /> used to determine which soi is will be taken to a �lass I s i te, 1r(1 iC1 .i 11 <br /> be reused as fill , and which will be kept for use at thie, site. <br /> Caltrans gust realize that any problems which arise in the future as a result of <br /> using this soil are the responsibility of Caltrans, including any mitigation, <br /> and/or cleanup or any r-_sul ti r.g spa i l or ground water poi l uti on. <br />
