Linda Mesa Avenue Post Office Box 2048
Danville, CA 94526 Stockton, CA 95201
REUSE OF SOIL FROM RENOWN ENTERPRISES SITE, TRACY, ON THE STOCKTON CROSS-TOWN
FREEWAY, SAN JOAQUIN COUNTY
We have been requested by American Environmental Management, Inc. , (AEMC) to
approve the reuse of crude oil contaminated soil from the Renown Enterprises'
site in Tracy as fill for the Stockton Cross-Town Freeway.
The Department of Health Services, Toxic Substances .Control Division, has
determined that soil at the Renown site, which is contaminated with only crude
oil , may be managed as a 'nonhazardous waste' .
While we do not anticipate that water quality problems will result as we
currently understand the proposal , approval from this office will require an
exemption from CAC, Title 23, Chapter 3, Subchapter 15, pursuant to Section
2511(h) . Before such an exemption is considered, the following tasks must be
performed:
1. Caltrans must commit, in writing, to use the Renown soil in the manner
described in AEMC ' s 4 March 1984 letter (enclosed) except that Caltrans
must place at least four feet of compacted native clay between the surface
of the freeway embankment and the Renown soil .
2. Renown Enterprises must submit a report, with technical justification, on
whether the contamination in the soil , including benzene, toluene, and
xylene, if present, will migrate, once used as part of the freeway embank-
ment.
3. Renown must submit, for our approval , the specific method which will be
used to determine which soils will be take.1 to a Class I site, which will
be reused as fill , and which will be kept for use at the site.
Caltrans must realize that any problems which arise in the future as a result of
using this soil are the responsibility of Caltrans, including any mitigation
and/or cleanup of any resulting soil or ground water pollution.
