The property, located at the southwest intersection of
Tracy Boulevard and Beechnut Avenue in central Tracy, is jointly owned by Chevron and
Union Pacific Railroad Company (UPRR).
A Chevron predecessor, Tidewater Associated Oil Company (TAOC), operated the pump
station from the early 1900s to the 1960s- an associated pipeline transported crude oil from
Kern County to Richmond during that time. Crude oil was heated at the former pump station
sites to facilitate Its movement through the pipeline. The pump station features and
associated historic pipeline(s) have been removed. Various consultants have investigated the
site for Chevron and UPRR since the 1980s; the site is currently vacant and the planned future
use is proposed as commercial/industrial.
The Geomatrix report provides documentation to support a No Further Action Required
Request (NFA; Request) in accordance with Central Valley Regional Water Quality Control
Board's 16 April 2004 Appendix A — Reports Tri-Regional Board Staff Recommendations for
Preliminary Investigation and Evaluation of Underground Tank Sites - No Further Action
Requests. In support of the Request, the results of a 30 June 2005 Human Health Risk
Assessment (HHRA), prepared for Chevron by Geomatrix, was submitted to California Office
of Environmental Health Hazard Assessment (OEHHA) for review and comment.
California Environmental Protection Agency
(pi Rec>>cled Paper
